The original spars made for QAC came from two sources. One was Larry Howell of Dallas, TX and the other was a Californian company. Ref: Q-Talk #87.
Replacement spars for both the Quickie and Q-200 have also been made by Composite Creations in Australia via the very experienced Peter Harris, using a mandrel specifically made for the job. I followed your link and apparently they are still available.
Since this is a critical component for the safety of the aircraft, they should not be made in China.

There is one other option, you can use Graphlite to make the LS1 canard. In that case you'll need 1100ft of it, so you won't save much money.
